The Council Wants You to Have Your Say on its Draft Dog Control Orders

Lisburn & Castlereagh City Council has extended its public consultation on its proposed three new Dog Control Orders under current legislation and would like to hear from residents and user of its parks and green spaces.
The consultation was extended following feedback received from interested parties and will now close on Friday 20th April at 5.00pm. Those wishing to comment can view the draft orders and the maps of the specific areas they apply to on the Council’s website at www.lisburncastlereagh.gov.uk/draftdogcontrolorders
The Council strives to promote responsible dog ownership, not simply through enforcement, but also through educational and awareness raising activities, partnership working with community groups and more collaborative working across the Council. The powers available under the Clean Neighbourhoods and Environment Act provide a useful tool to the ongoing work of the Council in seeking to address all dog related issues across the City.
The proposed orders that are being consulted on will mean:
- that dogs will no longer be allowed on certain land within the Council area, namely play areas, MUGAs, Artificial pitches, bowling greens, tennis courts and golf courses. Access to playing fields will be restricted.
- that dogs must always be kept on a lead in cemeteries, burial grounds, caravan parks and community centre grounds in the Council area.
- that a dog must be placed on a lead when in open spaces to which the public are entitled to enter in order to prevent nuisance, annoyance or disturbance to a person or other animal if requested to do so by an authorised officer of the Council.
The Council has drafted these Dog Control Orders to ensure that its parks and open spaces can provide an enjoyable experience for all users. It appreciates that the majority of dog owners and walkers have control of their dogs and clean up after them.
However, due to those who fail to clean up after their dog when on football pitches this has created a bad experience for footballers of all ages who end up stepping or falling into dog mess. Also some dog owners fail to have control of their dogs in these public spaces and the Council has considered these facts in its Orders.
